Regarding the EU funding, and the new funding programme Horizon Europe, the message is somewhat mixed. Horizon Europe is the successor programme to Horizon 2020, the European Union’s flagship research and innovation programme and will have a budget of at least over €90 billion to spend between  2021 and 20217.

U.K. researchers will remain eligible for European research funding despite the country having left the European Union, thanks to a long-term trade and cooperation agreement struck on 24 December 2020 between the UK government and the EU. This means that the UK can still apply for “top tier membership”. However, UK businesses will not be allowed to compete for financing from the European Innovation Council’s accelerator fund (covering opportunities such as the SME Instrument Phases 1 and 2 and Fast Track to Innovation) which is a significant disappointment (as the EU perceive that this could a give competitive advantage to a “rival” economic power).
